State and Human Development in the Context of the Ideological Conflict between Capitalism and Communism

How did the change of the political system that followed the collapse of the USSR influence the development of our society? Was it for good of people or did it run counter to their interests? What advantages of the communist system could form the basis of the current capitalist regime in the country?
Russia is a travesty of a social welfare state. State Duma members do not express the will of the electorate. Judges are dependent. Public authorities tend to satisfy their own interests.
